視殘障人能力安排職位
（吉隆坡）婦女、家庭及社會發展部長拿督黃燕燕指出，政府在保留1%公務員職位空缺給國內殘障人士時，將格外謹慎確保有關職位是有關殘障人士所能勝任的。
她表示，政府將根據不同殘障人士的能力及資歷安排工作，如果有關人士擁有專業知識，他們同樣有機會出任高級職位。
“當然，政府不會局限殘障人士只能從事書記或接線生等普通職位，他們也可以成為高級公務員。”
她首次會見該部全國官員後，針對政府已同意至少保留1%公務員職位空缺給殘障人士發表評論。
殘障人士可經福利局咨詢後，直接向聯邦、州政府各部門及地方政府辦事處遞交申請信
此外，黃燕燕透露，該部也將發動全國性的“尋找計劃”，動用現有的資源及網絡包括地方領袖及官員，鑒定各地需要協助的人民，以確保他們的問題可以獲得相關福利機構的關注。
公共服務局總監丹斯里依斯邁表示，政府將保留至少1%的公務員職位空缺給國內殘障人士。
這意味著，在政府大開門戶後，將有約1萬零200位殘障人士被受聘為公務員。
目前，全國共有120萬名公務員，僅有少過400位的殘障員工，預計一旦新措施實施後，受聘用的殘障人士大增25倍。
方泉利：希望政府不是空談
馬來西亞華人殘障協會會長方泉利表示，政府之前無數次談及有關措施，希望這次不再是“只聞樓梯響，不見人下來”的空談。
他舉例，如工作處只有樓梯、不設置殘障人士廁所等，將使殘障人士舉步唯艱，長期難以繼續工作。
鼓勵私人界聘用殘障人士
另一方面，他希望，除了公共服務業，政府也可立法或透過扣稅等獎勵措施鼓勵私人界聘用更多的殘障人士就職。
美門殘障關懷基金會總干事謝秀貞與方泉利持相同意見，她強調，在實施有關措施前，已著手改善社會環境以及教育等，以協助殘障人士就職。
“除了布城新政府辦公樓擁有殘障設施外，國內大部份政府辦公室並不具備有關設備，殘友是否能順利工作還是個問題。”
“另外針對殘友的工作資格問題，我發現大部分的殘友因環境限制而教育程度不高，因此是否具備足夠資格當公務員也需考量。”
她強調，希望政府能致力打造無障礙空間，而且從教育著手，協助殘友接受更好的教育。

延續往年的感動，星洲日報和美門殘障關懷基金會再次聯手推動“陽光天使運動”，希望能提升社會對殘障者困境的認知及對他們的關懷，提供系統化的志工訓練及服務安排。
今年“陽光天使活動”共分為兩大部分，首部分是三天兩夜的訓練營；第二部分則是營會結束後，完成訓練的志工將被邀請參與為期6個月，30個小時的關懷計劃。
李佩珊：勇敢面對一切
因病被丈夫遺棄的李佩珊在美門的生活，只有義工和殘障朋友做伴。她是因為遺傳性腦萎縮症而全身無力，屬於重度殘障個案，說話不清楚，但細心聆聽下還是可以明白她要表達的內容。
提起義工，她聲聲感激，吃力地說出“謝謝嘉慧，每次在生理期期間，義不容辭幫我換衛生棉。”
“以前我是健全的，生了第一個寶寶後，雙腳開始沒力，因為我怕第一個寶寶會孤單，所以堅持生第二個寶寶，過後，我連話都說不清楚了，丈夫也因為不能接受我的病而拋棄我。請不要可憐我，雖然我動作和說話都慢，我會面對這一切”——這是佩珊手機裡的一則短訊，她預先輸入，以替代話語的功能。
她不曾見過丈夫和孩子已逾3年。她沒有抱怨，只是希望大家跟她一起祈禱，期望可以將丈夫的冷漠轉化成愛。
歐威全：積極生活珍惜生命
重病纏身的歐威全，他的積極精神足以成為所有人學習的榜樣。
在美門基金會擔任會計助理的他笑著說：“醫生說了，我只是在等時間而已”。14歲，他因頸椎骨刺手術失敗而殘障；後來，肩胛骨、肋骨骨折，造成肺功能衰竭，呼吸困難。他的身體狀況已無法負荷任何手術。
樂觀的他，縱使被命運捉弄，仍然積極生活、上班工作、參與各項活動，他比任何人都珍惜生命。
黃嘉慧：與殘友互相學習
作為3屆“陽光天使”的籌委，24歲的黃嘉慧視所有殘障朋友如家人。她強調，她不是在“幫助”他們，而是在互相鼓勵與學習。
“當你開始接觸殘障人士，你會發現他們渴望的是結交更多朋友，而不是同情或可憐的目光。”
身為副主席的她，表示今屆“陽光天使”有更多殘障人士報名。“如果他們都願意跨越心理障礙，身為正常人更應該踴躍參與，讓有需要的人受惠。”她保證參加“陽光天使”絕對是一項有趣又新鮮的體驗，他們一班籌委可是費盡心思想點子，務求盡善盡美。
劉桂榕：佩服殘友獨立精神
老當益壯的天使義工劉桂榕，十分佩服年輕籌委們為“陽光天使”營會所付出的努力，也希望今年有更多的年輕人來參與。
今年已67歲的她是上一屆“陽光天使”最年長的參加者。她一早就報名參加今年的“陽光天使”，還大力邀約朋友一同參與。
“我學到很多，包括第一次幫他們洗澡時，慢慢克服看到裸體的尷尬感覺”。她眼眶泛紅說：“你無法想象，他們真的很獨立，甚至比常人更有獨立精神，我很佩服。”

黄燕燕阳光天使运动
冀鼓励更多人当义工

（吉隆坡6日讯）妇女、家庭与社会发展部长拿督黄燕燕指出，义工将被列为该部非常重要的方向和指南，她将极力把“义工”发展成为一个有组织性的团体。
她表示，她将与资深义工分析及研究提供义工培训，不论小孩、青少年、中年到乐龄人士都可以是义工，以及研究如何把义工发展成为一个组织性的团体。
她透露，这包括可能提供义工每月250令吉的津贴及基本的培训。她今早为美门残障关怀基金会主办的“2008阳光天使运动”主持推介礼致词时，这么说。
黄燕燕说，妇女、家庭与社会发展部涉及层面甚广，而且必须要有充满爱心积极的领导层，带动全国的关怀运动，因此她将于4月尾召集该部高级官员参与3天2夜的自我培训与激励营，为该部制定新的方向。
她说，关怀社会运动，人人有责，应不分种族、宗教、背景，在自己能力范围内，帮助真正有需要的人士。
目前妇女、家庭与社会发展部70％的人力资源和款项是运用在福利部分。
她表示，由于该部涉及层面广泛，这导致她肩膀的担子重了，无论如何竟然被赋予她这个重担，她就一定要去做，并且把他视为一个挑战和发挥的舞台。
出席者今日活动还包括黄燕燕的丈夫拿督郑子舒医生、美门残障关怀基金会（Beautiful Gate）总干事谢秀贞、Summit USJ高峰广场运作部高级经理苏文潮、该广场广告与宣传部经理辛尉瑗等等。
照顾人民福利 全天候无时限

这是她于今早为美门残障关怀基金会主办的“2008阳光天使运动”主持推介礼致词时，针对某英文报今日刊登有关浮罗交怡武吉玛鲁于去年2月20日发生火灾，约300户住家被烧毁，其中共有140户家庭受到影响，没有栖身之所，迄今仍暂住在救灾中心的新闻，发表谈话。
她说，浮罗交怡于一年前有百多家屋子被大火侵袭，州政府已答应重建，而中央政府也已批了拨款，可是现在也不懂发生什么问题，至今未获得解决。她已今早指示官员调查有关详情，一定要解决这个问题。
她说，虽然今天是周日，但是该部援助是24小时的工作，没有时间限制，不是说早上8时上班至下午5时下班后就没有事情。

Lifestyle magazine for the disabled launched

MALAYSIA'S first and only magazine exclusively for the disabled community was launched at the 1 Utama shopping centre in Petaling Jaya recently.
The first cross-disability life-style magazine, Challenges, was published with the needs and interests of the country's disabled population.

Challenges founder and editor Mary Chen said the magazine was conceptualised to promote public awareness and connect all parties involved in disability.
“The main aim of the magazine is to create an environment of collaborative networks and activities to promote independence and proactive integration of Malaysians with disabilities within their communities,” said Chen.
She added that being disabled themselves, the magazine’s writers would be able to provide the public with first-person insight into how people with disabilities find solutions to living a more independent life.
“Our mission is to promote a concept of a ‘parallel lifestyle’ for people with disabilities in their communities and believe that they have the right to live a full and enriching life,” said Chen.
Besides highlighting the life-styles of the disabled, Challenges also provide people with disabilities a career choice in journalism and production.
“Our team of writers have attended a journalism workshop and are now full-fledged writers for the magazine.
Read on: Residents of the Beautiful Gate Foundation reading the inaugural issue of 'Challenges'.
“We hope there will be more of such success stories in the future,” she said.
Also at the launching were representatives from various non-governmental organisations like Beautiful Gate Foundation, Deaf Club Majudiri Y, Dignity and Services Bhd, Japan International Cooperation Agency and the Malaysian Association for the Blind.

Be on the side of angels and help the disabled
SUBANG JAYA: Program-mes and activities to help the public understand the special needs of the disabled are crucial.

Women, Family and Community Development Minister Datuk Dr Ng Yen Yen said her ministry would assist in such efforts.
She said this after launching the "Be An Angel" Campaign 2008 at Summit Shopping Complex in Subang USJ yesterday.
The fourth annual campaign was organised by Beautiful Gate Foundation For the Disabled.
It is aimed at encouraging more effective and meaningful participation between the able-bodied and the disabled.
The foundation's executive director, Sia Siew Chin, said the campaign consisted of three programmes, namely the Angels Training Camp, Angels at Work and Angels Initiation Ceremony.
The camp will be held at the Seminary Theology Malaysia Training Centre in Seremban for three days from May 17.
It is open to the public for a minimum donation of RM100.
Sia said that after completion of the camp, participants would be encouraged to commit at least 30 hours of community service within a six-month period at Beautiful Gate centres.
Sia said the grand finale would be held in December in conjunction with International Day for the Disabled which falls on Dec 3.

On another matter, Sia said the foundation was disappointed after it recently discovered that some irresponsible parties, claiming to be representatives of the Beautiful Gate Foundation, were collecting door-to-door donations.

"Whenever we set up stalls to raise funds, we ensure that the person who manages the stall must be a disabled trainee from the foundation."
